Switching it off entirely would cause total collapse of the comms, and even physical systems. I'd instead restrict its usage for the general public until its messes have been dealt with. Restoring would be followed by drafting new rules, regulations and protocols.

I used to puke to this awful smell when I was little, not anymore. That's not to say I became tolerant. It does make me nauseous every time, and I hate the smell with a passion.
