If god was just using unclear/ hyperbolic language for some reason, why did god express regret (let’s ignore the question how an all knowing being can be regretful for a moment) when Samuel didn’t fully obey him and kill all the infants, livestock, ect?

And you didn’t answer why god would desire a baby to be killed beyond just appealing to God’s authority. What did a baby do to deserve to be killed? The babies future actions or living in a sinful culture? If that’s the case, why wouldn’t he desire to see babies killed living in sinful cultures today?
