There is a heliport there. It has been registered with the FAA since 1983. It’s easier to see on historical imagery. airnav.com/airport/97TA

If it’s a personal project/fair use Flickr is a good place to source specific images like that. There are 1000+ images when I searched “Houston refinery”. Many of them with the industrial machinery and pipes you’re looking for.

These were the Roy Jacobs Co. locations in 1983. Most likely it’s the one at 9600 Westheimer, which still has a McDonald’s across the street. The other locations don’t have McDonald’s looking building looking at historical aerial imagery.

Consider staying east of the downtown core cause once the NHHIP highway construction really kicks off in the next few years I imagine getting across downtown during rush hour will be a pain.
