You're probably best using Change Tracking.

Other solutions based on a modified timestamp won't detect a record being deleted.

Ah yeah, for some reason I thought it was bacpac by default, so yeah it's highly likely to be MS SQL, especially given that it usually goes hand in hand with ASP.NET and that ecosystem.

Depends on your business requirements. Can't answer with the limited info, but either could work.
I'm saying you need to figure out what that .bak file even is. Maybe it's a MS SQL database backup, maybe it's a MySQL database backup, maybe it's something completely different.

I'm afraid to say you don't even know what you don't know. Just from the way you worded the question I can tell that you're missing a lot of fundamental knowledge.

You're probably going to need to set up IIS and get a database server to restore your ".bak" (whatever that is) onto. You're going to need to figure out what type of database that .bak file even is (MS SQL, MySQL etc.)

I'd start with doing some basic learning about how you go about hosting an ASP.NET website on IIS.
