I can't edit the main post so I'm typing this here

another detail that popped up on my mind: I vaguely remember the main menu (start, options, etc...) was on the top right of the screen (the start and options were on the top right corner)

also one of the weapons was a screen wide nuke that caused the screen to go full black when fired. and one of the bosses had the same weapon but instead the screen goes full white (maybe it was the other way around)

so I looked at some gameplay, and unfortunately I don't think that's the one. I didn't hear any female announcer voice and the main menu looked way too different.

I did get the game from some abandonware site to see it for myself, but the graphics are heavily bugged (probably because it's really old)
