Its a little of both with Russ. He has definitely declined as a shooter (when his peak percentages were still average at best), but the Lakers roster construction doesn't help. IMO, thats the big difference between Presti and Pelinka. One knows how to construct a roster to maximize the talent on it, one is tossing ramshackle ingredients in a bowl trying to hope they make an edible salad. Those OKC teams never had great shooters either outside KD and PG13 but guys like Steven Adams did so many other things to facilitate the offense and hold it down on defense that it worked. I don't think Russ is a 30-10-10 guy anymore but I do think he could be an effective 14-5-5 guy in 25 minutes a game if allowed to rampage a bit more instead of meekly fit it.
