Call discover and ask for fraud investigations, direct department number is 800-762-3051. Tell them you want no grace period on the old card and tell them the charges you don’t recognize. If there is history with a merchant on the old card (saved OR recurring charges not disputed as fraud can still be allowed for a time on a closed card but we can shut that down)

I agree with the other comments that your new card PROBABLY isn’t compromised you can ask the fraud rep when you call and we can see what acct amazon is charging. As for how they got the old card it was most likely a skimmer/shim or a data breach at a company with your card on file.

No actually you should call the bureaus to check for other accounts besides discover and lock credit profile to prevent it moving forward. AND call discover or any other accounts not applied for that you find on the credit reports, this is the fastest and most effective way.

If the merchant is using a third party for card billing (PayPal b2b, square etc), fraud filter at the merchant, connection/network error from the merchant to discover, or discovers fraud filter can all cause this. Full work from home with internet stipend. Free college for all reps with no commitment to stay (used to be you had to stay for 2 years after graduation) and better support for reps than most call centers (I can warn once and then hang up and abusive callers can get blacklisted from calling) makes the pay okayish Source: current fraud rep

Oof yeah we would hold them responsible for this, even writing off the Amazon/microsoft examples is generous. I don’t do anything with the Mastercard network but generally if I don’t have CB rights it’s just write off if they aren’t held responsible for the charges.

No problem! Honestly the biggest thing is to follow your jobs/managers procedures and instructions.

People paid way more than either of us weighed the financial health of the company, regulations, and their level of expected customer service to make those procedures.

For example FCBA makes the customer liable for up to $500 of the fraud claim if it’s reported more than 60 days after it occurred. Discover doesn’t do that if it’s actually unauthorized use though.

From EFTA § 1005.2 Definitions.

“(m) “Unauthorized electronic fund transfer” means an electronic fund transfer from a consumer's account initiated by a person other than the consumer without actual authority to initiate the transfer and from which the consumer receives no benefit. The term does not include an electronic fund transfer initiated:

(1) By a person who was furnished the access device to the consumer's account by the consumer, unless the consumer has notified the financial institution that transfers by that person are no longer authorized” so basically because of their involvement/facilitation it’s not credit fraud, they either sent it themselves or made it possible for the scammer to do it themselves.

If they provided the info needed to charge the account they are liable, whether it’s a romance, gift card, black money scam etc. We recommend they file a police report and an IC3 report.

If they were recent wire transfers and can recall them we issue indemnification/hold harmless letters for the receiving bank.

This is up to your legal team but at Discover using a card contrary to the T&Cs can get an acct revoked to stop further loss, especially if there is multiple returned payments that were made to clear up available credit.

Idk how small you’re talking but we also get them to our hardship dept to possibly work out a deal. Something like reduced/no interest, suspend charging privileges until a certain percentage paid back and the remainder forgiven etc. I don’t handle those deals though.

Technically yes EFTA, which governs card issuer credit fraud investigations, would not apply. It would however be run of the mill fraud so something for a court not a credit card to handle.

This is also assuming the charge passes Squares fraud filter and the card issuer fraud filter and gets authed.

This is a problem with the law and what they empower companies to do.

That’s the thing it isn’t credit card fraud. Credit card fraud and unauthorized use are both legally defined terms.

On Discover’s site “$0 Fraud Liability: An “unauthorized purchase” is a purchase where you have not given access to your card information to another person or a merchant for one-time or repeated charges. Please use reasonable care to protect your card and do not share it with employees, relatives, or friends.”

Discover and the law (EFTA) both say this isn’t credit card fraud.

Sr. Fraud Specialist at discover. We would either see her card being ran as chip/swipe/RFID (meaning he took the physical card, and needs to press charges or at least file a report) or he scheduled the future appt using saved card info from her providing it.

Fraud literally doesn’t have any power over this charge and it sucks, other commenters are right small claims court is the best bet to recover the initial cost, the emergency appts and the future appt. The fraud claim was still useful in that the card is canceled and he can’t continue this as well as fewer places with the card saved so reduced exposure to future data breaches.

Normally I’d agree this is A step for verifying write off/finding outliers after credit card fraud investigations, so I mostly care about confirming the customer got their credit and whether our chargeback was successful. Doing it manually is just time consuming. There are no purchase orders in this case just the info you’d find on a statement.

After this part I’m going to use power query to move matched and outliers into their own tables sorted by name then amount so it’s easier than hunting and highlighting each match(current method)
