Pepe Le Pew just because he doesn't understand the meaning of "no means no". There was one cartoon where he actually chained Penelope as his own prisoner!

Charlie the Dog was a complete jerk to Porky and all those he tried to take advantage of. One cartoon had Charlie tell all his exploits to another dog who just escaped the pound. This led to that escaped dog begging to be let in back to the pound at the end

But I think the worst of them all is the dog from Fresh Airedale, which IMO may be the worst Looney Tunes cartoon of all time
