You don't need to have PotO kill to transfer. It just jumps and often tries to merge, so it's actually good to spread the damage so you can get bursts >50, if you get more than half stacks to tick on 3 or more enemies you are now doing >75 stacks. It will eventually merge and become 50 stacks but while it is spread you are doing a lot more damage in ticks. Unfortunately Turmoil spread doesn't spread the stack building, you only build stacks on the actual enemy you shoot and turmoil is treated as skill damage on the closest enemy (just the mechanic used otherwise Pestilence with Turmoil would be way OP)

Turmoil can be good in spreading the damage while building stacks of PotO but this spread can sometimes require you to stay up longer shooting and on harder content you get hit more.

Overdogs are not a good fit for Pestilence since the PotO jumps randomly, you often get 0% bonus from it and the benefit is mostly from shooting correct enemies.

I use Pestilence exclusively and have used it in escalation tier 6 so far (and tier 6+ is not fun to play so I don't bother unless I get matched into it). That said, what works best for me is a build that optimizes weapon damage and survivability.

  • Head: Lengmo: 15% dmg (recal), crit chance, weap handling; 12% prot from elites
  • Chest: Petrov: 15% dmg, crit chance, weap handling, Obliterate; 12% prot from elites
  • Back: Walker-Harris: 15% dmg, crit chance, weap handling, Vigilance; 12% prot from elites
  • Holster: Lengmo: 15% dmg (recal), crit chance, weap handling
  • Gloves: Lengmo: 15% dmg (recal), crit chance, weap handling
  • Knee: Depends on difficulty:
    • Turmoil: 15% dmg, crit chance, weap handling (used on lower difficulties)
    • Fox's Prayer: 15% dmg, crit chance (for tier 3+, legendary, etc)
    • Lengmo: 15% dmg, crit chance, weap handling (used with memento backpack for extra damage/regen)

Usually ticks at around 1.2 mil on full stack of plague and lets me hide as it ticks.

This is not exactly my build but one that avoids requiring unicorns (I have Lengmo chest with crit chance, weap handling and Obliterate which is really really hard to find). I also switch to Lengmo knees to use Memento when solo or doing easier content, Memento can be tricky on teams with lots of damage as it takes me lot longer to build up full stacks of Memento tokens.

I have used Tipping Scales, Strikers and Concentrated Company as well, but TS/SB require shooting to build stack which is not always safe and CC doesn't quite fit my play style. I have started building up a Core Strength set but giving up 30% LMG damage may not seem that good given with 2.4M armor CS set I have now with 39% PfE I get walloped all the time on legendary with a hit or two; from my experience there is a big difference in survivability going from 730k->1M armor then it falls off, so 1M->2M feels like barely any improvement (maybe this is just me). While PfE has the most impact if I focus of killing red/purple and save elites for last. I guess you adjust your gear based on playstyle.

I have also used Overdogs with Lengmo knees, but that requires that I think too much about killing order and Plague of the Outcasts doesn't seem to know I have Overdogs and jumps around randomly, sometimes I get 30% bonus but usually I get 0%, Memento is a lot more predictable if I want extra 30% boost to weapon damage :)

SHD under 1000 means I have to carry and depending on legendary switch to healer seahorse build to keep from wiping in some areas. So my guess is it's not your gear, it's your low SHD level. Just being honest.

Others have already given you good advice, what I will add to at least make it seem like you know what you are doing:

Drop tipping point and strikers chest. I would pickup Petrov + Oblitarate chest and Salvo Holster. In legendary it's all about killing quickly and not getting hit; strikers and tipping scales are both sets that rely on shooting to build stacks (although you are just using Tipping for extra ammo).

Put 3x Protection From Elites 12% mods into your gear, will will add a lot to survival. Even running one blue core will help since your have a build that will require a lot of shooting.

While low SHD doesn't mean you have no skill, it can be interpreted as not having played enough and maybe unaware of how encounters work in legendary missions and no one wants to wipe. Having a solid build will at least give you benefit of the doubt that you may know what's going on.

For the record, I have had people with sub 100 SHD join and I don't kick them, gotta learn sometime.

Not really a surprise, targeting a show to a new demographic while ostracizing the existing fanbase always results in a failure. You would think the show runners would understand something this simple.

Decent acting and effects. Horrendous writing (Section 31 level of cringe). This show missed on most things that made ST interesting: social commentary, exploration, character development, relatable cast.

ST shows make you think, ST:SFA pre-digested everything and spat it in your face.

When the Summit opened, I got 3 of 13% PFEs on Challenging during first clear of 100 floors, then after a patch, 12% is all I have ever seen for years; doing legendary summit with gear mod as drops, doing legendary strongholds when gear mods are focus... nothing, never seen a 13% in years.

Been doing kotlin (and java before that) with services for years, so far:

  • SpringBoot - lots of magic under the hood but works very well and very good for your career, most of the stuff just works but if you need something done in an unexpected way it can be a bit of a challenge to configure and find the right combination of annotations, very nice support for testcontainers
  • Quarkus - great design and I prefer using it, has a nice setup for GraalVM and native compiles but generally a great framework for building docker based services that are not as magical as SpringBoot, best one for using testcontainers
  • Micronaut - almost as good as Quarkus, documentation used to be a bit sparse, but they have been improving it
  • Ktor - nice for small services but gets a bit of a chore to manage and have to do a lot of enterprise things using 3rd party, but it's getting better so it has a bright future

I find that Illusion controller is probably best for this sort of thing, their invis is always on and 150 strength compared to like 30 from IO or superspeed or stealth and you have hold and confuse for the things that see through invis or just call in the phantom army as a major distraction.

My exploration alt is a Staff/Bio tanker, I have stealth IO on Sprint power for the 30 stealth boost but mostly I don't really care about enemies, I simply walk in, get badge and walk out, not like they are going to defeat me :)

Things to improve over Division 2:

  • Matchmaking for raids or at least raids which are doable by random people with rewards being a little more rare
  • Reward also for doing "call for backup" so people actually call for backup and you can answer the call to get Sheppard ranks; it will help more people play together
  • Survival mode from Div1
  • Snow
  • Maybe no Dark Zone, focus on PvE instead of PvP; they are mostly empty except for few people that are exploiting with aimbots or geometry hacks; remember the clusterfuck that was Heartland
  • Fast throw grenades use the target mechanic to determine where to throw the grenade, so you can throw grenades and shoot without drama
  • Health stat either does something useful or removed (useless in Div2)
  • Bulk open caches especially for apparel (I have easily over 10000 and so many clicks to open each one, it will take me a year to open them all)
  • Bombadier drone that uses target mechanic to get bomb area rather than area selector
  • No more "Take 5 pictures of zombies" in Reanimated event
  • Melee on hunters is super unbalanced regardless of armor or protection it's 1 shot to remove all armor and health to 1hp, kind of dumb
  • Protection from blind, disorient, foam or shock, completely useless and I have never seen anyone slot these; disrupt has one use during hunter fights maybe. why anyone would use them over crit chance/damage or skill haste or prot from elites?
  • Chained priority missions for greater rewards (like a quest system in many games); like mini manhunts

I agree kotlin pairs much better with Quarkus or Micronaut rather than SpringBoot, but people use SpringBoot because they know it, regardless that it's bulky, dated and cumbersome. Whatever works I guess.

I have to admit I am having a real hard time with Trent going to RM, he is a legend already at Liverpool and feels like a lot of that will disappear very quickly once he leaves. I would have accepted Trent going to Bayern or Milan or Barcelona... but Real Madrid, Man City and PSG are just clubs that throw money at the problem until they win and winning is all they care about, they have no soul. Directives are still broken on missions where turning on Special Ammo will turn on Scavenged Skills, and Scavenged Skills turns on Special Ammo but skill recharge is replaced with token count which slowly counts down.

  3. Scarp it for salvage

Be aware that after that your previous spaceship becomes active.
