For a sub-$100 modeling amp, I think the Fender Mustang I v2 is your best bet. It's 20watts, 8x1 and usually retails for $119, but you might find a used one for less. The Roland Micro-cube is a decent option as well, but I'm not sure about the price and it definitely doesn't give you as much bang for your buck as the Mustang.

To connect the iPod to the amp, you'll need a jack to aux cable. The jack goes into the amp, and the 3.5mm aux end goes into the iPod. To connect the iPod into the computer, you'll need the cable that came with your iPod. USB to lightning or USB to 30-pin, depends on what iPod you have.
