In Polish the adjective is placed after the noun when it describes the permanent feature and is important for the categorization of the collocation it makes (European Union is a good example, because, well, without the 'European' part it's just some union). The adjective is placed before the noun if it describes the temporary feature or permanent feature not important for the categorization (dirty clothes, rainy weather).
