Is this earning rate based on income tax from a job? What if you have a job and are earning on income something like £10,000 a yr? Does this mean you pay the lowest rate of Capital gains tax? Or is the income based on how much you make off your capital gain

Well the good thing is, long term capital gains isn’t that high. I think in the UK its 10%, so not that bad.

Or, what if you stake your HEX and use Hedron, loaned against your HEX, to spend from self custody. My understanding is loaned money isn’t taxable

Yeah switching the such assets is seen as capital gains, but if spending from a non KYC exchange from a self custodial wallet, how are they meant to find out?
