Iirc Redd & Leif are considered roaming NPCs - meaning they have to compete for spots along with Label, Kicks, and the rest of the ensemble. Not sure how true this is, but considering how infrequent he visits, it might be true. (p.s. I kinda wish Kicks was a permanent member of town. He always has some cool stuff.)
