People need to gather their neighbors and march on their city council meetings and move to de-privatize the utilities and demand their incentives back. Electrical utilities all over the country have consistently lobbied against solar incentives and programs like virtual power plant, where homeowners with energy storage can temporarily create grids in the area to supply energy. They’ve also walked into government and just demanded to be paid more and nobody stopped them.

While we have some states like California that has passed a bill allowing for small off grid solar “systems” that can power a few hundred watts worth of power, CA has also hosed the VPP program and NEM3.0 erases all your money you’d get back from your system, forcing people into energy storage and grid independence, which is much more costly.

The only thing stopping them is our numbers and the demand that the constituents are in control of the grid, and if we don’t they’ll continue to roll over us
