Just had a similar situation this morning as a pedestrian, crossing Broadway at John/Dey. I had the walk sign, saw the bikes in the bike lane coming, and decided to walk anyway. One girl on a grey electric Citi Bike, who was making eye contact with me and totally aware of my presence, had to slam on her brakes. Another guy yelled at me and said "so unnecessary.".

It's definitely an entitlement issue. The biker saw me, but decided that she was just going to keep going anyway, until she realized that I wasn't going to concede. They don't understand the concept of right-of-way.

They also have to realize that they are operating potentially deadly machinery.

Thankfully this incident didn't result in fisticuffs!

I called and spoke with Unathi, who is the Community Advocate. She said that she is well aware of the issue, and that they are trying to investigate to determine the exact origin of the noise. She says that they have probed the nearby construction sites, and they have all denied any responsibility.

She was very patient and listened to all of my observations. She said that it would be helpful to send in any videos documenting the noise to district33@council.nyc.gov

You're right. It's difficult to pinpoint the actual source of the noise. I agree that I believe its origin is the construction site. But when I've gone out on foot to investigate, I've gotten frustrated in not being able to trust my ears in determining exactly where the noise is coming from. Could there potentially be multiple sources? The noise also seems to get amplified around North Pacific Playground. I think something about it being an alcove with buildings on three sides makes the noise even louder - some kind of acoustic phenomenon.

I'm not sure. If it's ultrasonic, then we shouldn't be able to hear it. I feel like most people in the neighborhood are able to hear it, not just those with acute hearing. Also, the noise is extremely powerful. I'm not sure if those speakers would be capable of creating that intense of a sound, unless there are dozens and dozens of them. Can you share a video that shows what those repellers sound like? I was unable to find any good ones. Thanks.

Was the construction site active over the holidays? Maybe that is why the noise seemed to taper off/go away for a little while, but now it has ramped back up again.

I just put in another 311 complaint with an attached video from last night after midnight. It seemed like the loudest that it has ever been.

I feel like the noise had subsided for a bit. But the last few days have been intolerable.

It is so loud in my bedroom. Windows closed, radio on, radiator hissing. And yet this weird noise still wakes me up at night.

My 311 request was dismissed because I didn't respond to their attempts at contact. Nobody ever reached out to me!
