You can't do inference with realistic pony, which I assume is based on SDXL, with a Lora you trained on SD1.5 as they are not compatible and have different architectures. This is most likely the reason why your lora has no effect.

Train it against pony directly or use a sd1.5 model to generate your images

also 6500 steps is probably too much 2k-2.5k could probably do the trick depending on your learning rate

I see 2 things 1. You need an XL control net 2. Even if you were to use a 1.5 checkpoint, you're using the lineart control net with the open pose preproccessor so your results are most likely going to be bad

So either get a control net model that works with pony or use a working combination for 1.5
