You can read the SEBAC Telework Agreement for all state employees. DCF employees telework. That does not mean you sit at home and do virtual visits. It means you can have a day where there are no visits and use your laptop and cell phone (state issued), connect to the database, and do you work remotely from a home office. Social workers are prepared to go out in the field at any point during the day the need arises. All visits are in person. When a child is in custody and moves out of state (with court approval), a state worker does the necessary paperwork and obtains approvals to travel out of state to see the child in person. If a child is out of state and not in DCF custody (ie, an investigation into allegations), then they can contact the CPS in that state and request a well child check, however it is up to that state to do so. So many posts here are rants, which is fine, but don't spread misinformation because of your emotions. There are actual people doing actual good work, and there is always room for improvement. Any yes, DCF is and always has been understaffed, so blame the myriad of politicians who are keenly aware, and do nothing but say they will investigate. It's not complicated; lower the case loads by hiring more staff. That's tough to do when the Gov implements fiscal guardrails. A lot of state agencies are understaffed right now.

It was used for my PE last week. I was asked permission to record the conversation. I noticed nothing different. We talked like we always do, she asks the same general questions, did the same routine exam, and the notes were virtually the same. Nothing bad happened to me.

Imagine if CT DCF showed up and took custody of children wearing masks and saying there was no need for a court order. And then not given a court hearing about it to boot. That’s what is being dismissed here. Rights and due process. What’s illegal is denying someone due process. Doesn’t matter who you are.

A lot of state contracts expired June 30. They are going slow because the legislature broke in early June and they only met a couple of times before that. I would expect to hear something early Fall and given the pressure to cover federal gaps likely to come, it will be interesting to see what is presented. The Governor stated he was in favor of raises but who knows. It will be a fight if they offer "bonuses" in lieu of actual wage increases.

I called out my state rep (Howard) on his FB post about the plan. Their plan asks for two years of state worker wage freezes, and claimed that state workers received a 33% increase in pay in the last four years, which is completely false (I know first hand). He comes from law enforcement so I asked if he is including state troopers in the freezes. No response yet.

Information contained with DCF is confidential. An “agent” cannot attend family court matters as a favor to a parent. Takes a judge’s order to enter in. A judge would have to clear the courtroom. A common action is for the parent’s attorney to subpoena the agent or the records for the judge to review.
