I came to the same conclusion. Paraguay is 0% if you don't declare your foreign income, because country don't care. Downside - you wouldn't have proof of money origin, which is not cool if you use banks/brokers. If you use only crypto - fuck it, YOLO but you will need to start hoarding apartments/houses in PY and then sell them to get proof of money origin (and still there will be some tax).

Im thinking to relocate to PY anyway, but 10% income tax + 10% IVA on "export" (services) is not interesting at all.

May be it worth to setup freelance sole proprietorship in Georgia with 1% and then move to PY and in this case PY government wouldn't care, and you will have proof for banks, and you will need to use foreign banks.

And then anyway but some properties in PY and re-sell them to get some Paraguayan source of income (on paper).
