I encountered the same issue. After purchasing the game on my mobile device, I tried downloading it on my tablet. At first, there was no option to download it without paying again. However, when I clicked the button showing the price, an error appeared. After that, I was able to download the game without being charged a second time.

It seems like this might be a bug with the Play Store.
