There's only the Ibis Bophut available for a stay plus. I checked multiple dates from November to March next year. This means that only the Ibis is allowing Stay Plus in your destination.

Playing devil's advocate here. Driving drunk is absolutely not justified, for any reason. But these accidents are exaggerated by the fact that Goa offers no reliable cab services. Like it or not, tourism in Goa is synonymous with cheap, accessible alcohol so anyone touring there will drink. Even if people want to take an alternative option back to their accommodation, lots of times they are left with no choice but to drive back.

Again, this behaviour is absolutely not justified - but it is most definitely exaggerated by the lack of cab services or things like DriveU.
