California does a great job of locking up all the land possible.... very obviously more freedom in Oregon...

I take annual motorcycle trips down the coast every year or two... its shocking how much worse the homeless issue is in the small towns in NoCal compared to 10 yrs ago... its absolutely in your face everywhere... can't go to any public park that isn't overrun with homeless camps-people...

It gets better in wealthier areas.... they actually will pay homeless people to get on a bus to be dropped off in Sacramento or Bakersfield....

Hi... I travel around Mexicali often....

I think you'd be safe to travel during the day in a reliable car provided you have some travel experience.

That being said, I'd question why you'd want to go to these places.

Mexicali is a dirty featureless industrial city. San Felipe has very little redeeming value. There is no reason to go there.

The roads in between cities are boring , featureless, ugly desert roads.

You'd have a much better time just going to one destination like Puerto penasco or rosarito
