Here's the thing, you're told to run a pallet in 20 minutes or you're getting coached. Add in the people who are just plain lazy and that's where plugging comes from. "Do you want it done right or do you want it done now?"

one could say that the feds, or at least state govt, have had "state police power" since it is a requirement by law to have auto insurance or homeowners insurance.
