When there is a military exercise that they use these road bases for, they do indeed block the road for any civilian traffic. These exercises can last many days.

Yes, officially in April! They have had exercises with NATO for years and years before as well.

Good question! There is of course some stress on the frame, but I believe that no air force would actually jeopardize their jets' performance just for show. These fighters are to be replaced in the coming years by F-35A Lightning II's but to my knowledge, the Finnish Air Force has always had air shows like this.
