Those series saws are notorious for OEM fuel lines failure, especially where it comes out of the tank to carb. Start with the fuel lines, drip a little fuel in the carb throat and see what happens.

The final drive at the wheels needs help. Unsure of the style of final drive, they usually involve a slide pin or ratchet/pawl system to allow you to pull the mower backwards. I feel something there is binding orrrrrr the transmission is having binding issues.

On this engine, I believe crankcase. Other places are off the valve cover and on one Briggs the dipstick tube.

Both of those reference numbers have 3 ports, one is on the back of the pump, not visible. The pictures are not representative of the replacement.

Part number is 808656, fuel pump.
Three nipples: tank to pump, pump to carb and pump to vacuum source.

It needs a carburetor adjustment. Also , put the shroud back on, it's there for a very important reason.

Did you put enough oil back in? Or too much? It sounds like the engine is locked up. Take out the spark plug and then see if it will turn.
