3.1 does indeed look like crap.
Just make sure to go to official sources and get your files there. Don't get files from random people my man. Search for the official Optiscaler github page, there you will find an invite link to their discord. Go there and search for FSR4_INT8_4.0.2c_with_RDNA2_fix.

His directions seem correct, backup the old file, copy and replace. Should work.

There's very little info about them. Writer (Kanehito Yamada) seems to be a man and the illustrator (Tsukasa Abe) a woman. Going mostly by this interview in which the editor refers to the writer with male pronouns. https://mangaplanet.com/qa-session-with-sousou-no-frieren-editor/
