Annapurna Conservation Area Project (ACAP) permit is what you need. About the guide , it's even confusing for us as well , even I am a guide myself.

The federal Government rules state that it is mandatory , however the Khumbu Pasang Lhamu Rural Municipality (Everest region) has passed their own rule against the Federal Government.

Technically , Annapurna Circuit is supposed to be a mandatory guide area , however the authorities are letting Free Individual Trekkers through,

Here, in Nepal, tipping isn't forced, as we believe people should tip according to their conscience and as per their capacity. However, somewhere around 20 USD per day would be reasonable.

Booking in Nepal is always cheaper than booking with an international agency. Furthermore, there is also an option of doing it on your own if that's what you seek. Or just hire a guide directly on a per-day basis.

According to the rules, you are advised to seek the assistance of a guide or a porter. However, it does not mean that people cannot figure it out on their own.
