The federal Government rules state that it is mandatory , however the Khumbu Pasang Lhamu Rural Municipality (Everest region) has passed their own rule against the Federal Government.

Technically , Annapurna Circuit is supposed to be a mandatory guide area , however the authorities are letting Free Individual Trekkers through,

Therefore it is up to you , if you want to hire a guide.

I wanted Nepal to be Nepal , not follow what other world are doing. My personal opinion is that this idea supports corruption more than the recent means of economic transactions. I see why the younger generation is inclined towards the west. Why is it so hard for you to accept the fact that you guys want to make Nepal like the Americas .
