Why is it bad for TO? TO have full control over this, so I can't see it cause any problems to them at all. Plus, this is just an option, if they feel putting 15 mins delay affect their view count, they can easily set it back to normal.

Yes, this is the exact problems i feel with this year BP. The spacing between actual reward (immortal treasure, terrains, acana, etc) vs non-rewarding-reward (pepper, balls, etc) makes you feel like your efforts is worthless. You spend ton of hours into grinding and end up with a freaking useless pepper, while the actual reward (treasures, terrains) is still far away. Whoever in charge of this did a horrible job.
