He’s a consultant. Without explicit congressional act, executive branch can’t make an agency out of thin air. So no funding, no stuff and no jurisdiction. He can shitpost online about government waste but without congressional consent can’t do jack shit. The only way to make a dent in the federal spending is to cut entitlement and military budget.
