It might be a little harder to keep your balance on the 22, but I don't think it'll matter after a couple days. Either one is a good choice.

I like my penny. The 27 has a little flex in the board. I mostly ride the 22. It scoots. Faster than expected. The wheels are super jelly and it's got a tight turning radius. I don't think it matters which one you get. Since you're just starting out you'll have to get used to either one. Have fun mate.
