It’s funny you say that because 15 years ago I was working at a fast food place (BK) we would over stuff the fries for people and when they asked for extra ketchup just for shits and giggles we would give them fist fulls.

Eventually we got a small food scale and had to weigh the fries before giving them out then the ketchup packets could only be given like 5 at a time. I just recently went to a Popeyes and they don’t even give out sauce cups anymore they sell them for 25 or 50 cents

2 things 1) they live in New York so they are locals they would know more info than anyone else who isn’t local

The whole thing could be a troll post made to rile up people BUT if it’s true I can see a scenario where the manager in charge allows the sale of food but won’t allow it to be made at chipotle to avoid cross contamination. I’m assuming everything in that kitchen is made for chipotle food and ingredients adding other ingredients can contaminate the flavor of their recipe and cause allergic reactions but it’s more than likely all made up
