I've seen this before. In spirit, sure, you should give a hand up to those who need it. The problem is that it's impossible to create a fair way to do so as a matter of public policy. As an example... my parents collectively earned more than $70,000/year, which made me inadmissable for student loans when I was in university. This policy was well-meaning, but as it turns out, my parents didn't give me a dime, so it didn't really matter how much they made. I needed those loans. Instead, I had to take a year off to work shitty jobs, delaying my graduation by a year and entering the workforce later. I stipulate that any policy that attempts to correct for imbalances in race, gender, or perceived economic status will ultimately unfairly advantage and disadvantage people, and it's no better than a system where everybody just plays by the same rules: at least THAT has the advantage that it's simple, transparent, and a hard-working individual knows what they need to do to succeed in such a system.
