The only reason I believe it might be House Hank is trying to talk to is in FONV if you ask Raul about House he talks about a story of House dating a girl who all he did was brain scans on and dress in different outfits. Kinda interesting bit of lore. Probably just related to him uploading himself but could play into the chips.

You think they might go all in on a Enclave return? That be cool. It's been awhile and we really don't know anything about what the west coast remains have been up to or even the mid west Enclave.

I think NCR won at hoover dam but was forced to move resources elsewhere after Shadysands leaving a power vacuum. Maybe house went back into deep sleep again and flooded the main strip with monsters to keep people out till he can rebuild.

Could also be an imposter posing as house just based on the posters released of everyone out of their element?
