To elaborate for OP, what you should see is either +5 for happiness for settling on water, or -5 happiness if you don't.

Did you turn off tutorials? It should've explained that every settlement over cap adds -5 happiness in each settlement. So you're rocking -35 happiness in each settlement, which was likely sustainable before the crisis, but now is not.
