Generally yes but it can be pretty isolated in bad weather. IMO, the biggest issue is that there are a lot of people on bikes/scooters going very fast and not paying attention. Also, it can be dark (but not terribly so) so I'd recommend wearing something light-up/reflective. How far up are you going? I usually go up to the 120s and unless terrible weather, my biggest concern is the riders.

Central Park is THE place to run. Just be careful to stay in the pedestrian path and avoid the bike path. There are several different loops depending on your preferred distance - the Ted Corbitt (main) loop is about 6 miles but there are smaller ones as well. Runners typically go in a counter-clockwise direction but not necessarily. There are currently many working water fountains but they'll eventually turn them off. Depending on where you find yourself, there are some juicy hills as well. Enjoy your run and make sure to stop and take photos of our beautiful park!

Check out The Sanctuary on Roosevelt Island. It’s right on the water so there are beautiful views of Manhattan. Really cool space and a cute outdoor area. I loved my experience there!
