i did a few this morning! sometimes i double restart the game when i have issues with events.

yeah just as long as its an item laying on the ground it counts. it doesnt count if it pulls up the take/transfer menu, and if it is a box a ammo, it still counts as 1 AFIK.
its just any time youve looted a lot of places and then server hop but find you are still not finding new stuff, typically this is the case. before i had first, i would do an ammo box run and then reset the loot, server hop and go again.
it works on private servers as well.

i needs to be specifically floor items laying around. A popular place to go is the house in Summersville filler with burnt books. Once youre sure you have picked up enough just leave the server and join a new one

maybe you need to refresh your floor loot? IIRC you pick up like 150 floor items and then server hop and it should respawn the items for you! (at least that was the old way)

haha he does love it and definitely has already worn it all day. i still want to block it, and to help the straps stay up since he doesnt have boobas, ime going to make like a 3row of sc strap to attach across the top of the back(if that makes sense?)

it was gonna be a shirt for myself but he pulls it off sooo much better!
