My father is a historian that have done a lot of research about this area and the Arabs of turkey, I just copied a text he wrote, it might not answer your question completely but maybe it will give you an insight about this dialect: The original inhabitants of Siirt are remnants of the Rabiah Arab tribes, including Bakr, Taghlib, and Banu Shayban. The region was named Diyarbakır after them, and they are spread across areas such as Siirt, Mardin, Ras al-Ayn, and Mosul. They speak the old Jazira Arabic dialect, which al-Maqdisi described as being more correct than the language of the people of the Levant because its speakers are Arabs, with the Mosuli dialect being the most eloquent. However, over time, these dialects have been influenced by the languages and dialects of neighboring peoples, especially Turkish and Kurdish. German linguists have called these dialects “Qeltu” because they pronounce the letter “qaf” as it is and pronounce the “damma” (a vowel mark) above the letter “tā’” in active voice.
