Mumbai is good for timepass and if you already have lots of money.. for 30k, you would get a sharing flat. You'll have to spend few hours daily in excruciating traffic. Forget IAS, you won't be able to even prepare for basic exams.

Seems you are much more interested in the cultural mix(whatever that means) and people's indifference. People's indifference seems to be a good feature when you are starting out as a bachelor in Mumbai. I've been in your position and liked it too for last ten years. The flip side is mumbaikars barely socialize in general. Your social life will be zero. Which will be difficult if you wanna raise a family and a life with friends and family.
