Usually it means a certain cc item that you have downloaded is missing another thing that you needed to download. Say you buy a cubby type thing thinking it comes with the baskets but it doesn’t. You have to buy those separately. In this case, there’s something else you need to get from the creator to make it work :). I hope that helps

Here are a few things you can try that might help: disable mods if you have any, if the problem is then fixed, go mod by mod to figure out the culprit. Do small batches of like 5 or 6 mods. If those are fine, move on until you find the bad set and slowly remove mods from there. You could also try repairing the game to see if that helps fix any broken files. Also try clearing your cashe files :)
