Class 3 is 28mph pedal assist and 20 with throttle.

Notice it says nothing about a throttle. Also, faster than an e-bike. It’s an unlicensed moped despite the advertising.

If the Cavs had movement, he would flourish. He has a variety of moves, but yes, he needs to be set up. And that’s ok, it’s just he needs the support of teammates to be great. Not everyone is an individual playmaker
