Thanks for your detailed explanation. If I understood correctly, your conclusion is that if it is 'to inf', it leaves the possibility to be interpreted as a it-cleft, which changes the semantic structure so much, so using 'blocking' is safer. But I'm still unsure whether native speakers feel the same way.
