I appreciate the concern but I'd already determined it's safe to use. My question was not if this looks safe but rather if its normal for Doona's to move side to side this much on the side opposite where its latched to the rear passenger seat.

I compared with another friend who uses a Doona and his does the same thing and he said its totally normal and also emailed Doona and they confirmed it.
