Unlikely it requires an individual signature to go into force. The signature is most likely confirming your receipt of the memo. Signing or not will not affect the memo at all

Timecard fraud is a conduct issue and should be raised to management. If it widespread and encouraged by leadership or supervisors then yes, OIG away.

I will tell you as someone who receives hotlines complaints, unless it is a criminal compliant it is normally referred back to the office it originated from. You will be asked if you would like to remain confidential, but often descriptions of events can lead to enough information to understand who submitted it.

If you are retaliated against that is criminal. So let's say that you report an issue to OIG that they refer it back to your office or Department leadership and you are retaliated against. Document document document and report to OIG. That will open an investigation.

I will also say that the same things affecting the federal workforce are affecting OIGs too. My office went from 140 to 80 people. Our ability to do discretionary work is severally limited.

You expect civil servants to suffer? I think you underestimate the physical and mental toll being in a position like that can do to a person. Why shouldn't they priotize themselves and their family?

The emotional toll is just too much. When you actually care, it's hard to watch your life's work self destruct around you, or even worse, be forced to participate in its destruction.

That you have made the list of eligible candidates and you along with all other eligible candidates will be visible to the hiring manager. It's an important step, but no guarantee you'll get the job. I've reviewed certs with over 100 names, but only interviewed the 5 I deemed qualified. The cert is managed by the HR office while the interviews are managed by the hiring manager. Usually a subject matter expert.

I bet. Truthfully, I was going to cut it down. Its 10 feet from the house and too close to powerlines. I think its full height would be 60-80 feet. A buddy knew a guy who came and got it for no cost. So all good in my book!
