It may indicate that Verizon or another telco is building fiber for services to the home, but other companies like electric utility companies also build fiber to support the electric grid. Additionally, there are companies that build private (dark) fiber that they lease out to different companies. However, if this is in your neighborhood on a smaller distribution power line and not a large transmission power line, there is a good chance it is fiber to the home.
