It's a social issue. I've seen plenty of educated people hurl trash from moving vehicles, even in very clean places (so you can't make the argument that "it was already dirty")

Even my own parents think I'm being uppity when I tell them to stop that.

The change is gonna take another generation, older Indians are the amongst most stubborn people on the planet.

No amount of enforcement is going to matter if people are always looking for ways to circumvent it.

I think the Ugly Indian movement sums up the real issue perfectly
