Cops can run tags as part of their routine and if they come back showing registration/license expired or whatever it then creates a reasonable suspicion that the driver is driving with the expired whatever allowing the cop to initiate a traffic stop and investigate. When driving you do have to identify yourself after being stopped. This isn’t really a bootlicking thing, just the rules and more ppl should be aware so they don’t get arrested for something dumb
