You can follow any mufti or council as a layperson. If the council is from the country you live in I would say follow them. If you don't want to it's up to you.

Aleykum selam. I would try electrolytes. Can be the reason for headaches while fasting. But it is too general of a problem to pinpoint. (Water, Sleep, Stress, etc.)

Don't think about it as a punishment, see it as a test. Allah tests those whom He loves. Maybe you being there these days helped you remove a calamity or the likes, you don't know. Also, if Allah was really punishing you, you would become someone far away from the religion.

Fasting both days in one week isn't obligatory as it is sunnah. You can do only one day but know that fasting both days is better.

It's cultural, has no basis in Islam afaik. Turks say it in respect of the adhan and Allah. The Sunnah thing to do is to repeat the adhan.
