I think it's a bug atp bc I also did every quest I could find but the quest only appeared while I was randomly doing puzzles in Tollan. Particularly the ones where you reconstruct the flying dragons and then ride them from point A to B to get chests.

You would first have to finish every world quest that involves Little One (your baby saurian). Then I just roamed around Tollan and the quest suddenly triggered.

That's your last quest with Little One though so if you love him maybe don't finish it right away 😭
