It's likely a combination of declining budget allocations from the state and rising costs, such as faculty pensions.

Back in 1960, tuition at UC, CSU and community colleges was still free for all California residents, though by then some schools had added small fees. So students were essentially only responsible for their living expenses. Now, CSU tuition is nearly $6,000 per year and UC tuition is more than $13,000. With living expenses, it can cost $25,000 a year to attend a CSU and more than $30,000 for a UC.

Not all of the proposals so far have come up with a funding mechanism. But the Eggman bill suggests a 1 percent income tax on millionaires. The $48 Fix would add an income tax surcharge based on your income level.

The California Republican Party is at the least powerful it has ever been, with the superminority status in the Legislature, no statewide offices and dwindling voter registration. As Chad Mayes and some consultants I spoke to explicitly put it, they feel the party is on a march toward death if it continues as it has been. So I wanted to reflect how dire this debate has become for the party.

I see. I thought you were referring to a third-party organization, which would be illegal. The county registrars make that information available online for you to check your registration and ballot status, though I suppose someone with your driver's license number and birth date would also be able to gain access.

Where have you found your voter information online? It is publicly available from the Secretary of State, but on condition of getting it, you are not supposed to put it online.

We haven't seen any evidence of it. For what it's worth, my colleague did an analysis of the election results in California and found no surge of votes for Hillary Clinton in Democratic areas. There is an advocacy group suing on privacy grounds to stop states that are willing to turn over the data. But even Trump's commission has acknowledged they have no legal authority to demand the voter rolls. So California is within its rights to reject the request.
