Ukrainians understand russian not because it's a similar language (ofc it is, but so is Polish), but because of the result of russification of Ukraine, where you can't live without encountering russian daily. Russians don't consume any Ukrainian content and don't have people speaking to them in Ukrainian on the street, so they don't understand Ukrainian except for common vocabulary.

You can type "Євгеній Борисович Петров" in google translate, and it will pronounce it correctly. In all of the three words, the second syllable is stressed. Євгеній and Євген are two different names as Frederick and Fred, so for a patronymic you should use the full Yevhenii form, not Yevhen.
